# Strategy Inputs Index
 
Purpose: map long-horizon strategy documents to executable plan IDs in this repository.
 
## Canonicality
 
- Build and delivery sequencing is canonical in `docs/EXECUTION_PLAN.md`.
- Engineering billing behavior is canonical in `docs/BILLING_TRIGGERS.md`.
- External strategy docs from the RGL8R docs hub are source inputs (local path varies by developer).
- Snapshot copies used for in-repo review live in `docs/strategy/snapshots/`.
- Strategy mapping updates are tracked in `docs/strategy/CHANGELOG.md`.

## Operating Rule
 
When a strategy document introduces a new theme, do not execute directly from that doc. First map it to a plan ID in `docs/EXECUTION_PLAN.md` with scope, dependencies, and done metric.
