- Do not edit snapshot content directly unless re-syncing from source.
- When snapshot files are refreshed, add an entry to `docs/strategy/CHANGELOG.md`.
- Execution decisions still require mapping to plan IDs in `docs/EXECUTION_PLAN.md`.
